Upload something in Moodle (Interne Kurse -> more -> new course -> try with zip folder and with your out-file)
If out-file doesn't work, try to create a zip-folder with out and pdf and see if it works.
Just try a little bit and get to know moodle better.

For compiling with cmd:
python3 tex2x.py VEMINT for lv (the normal versions/lections)
python3 tex2x.py studifinder for kv
lv: content_vemint.tex -> here you can comment all the other files so you can just compile the one you need
kv: content.tex
git/studifinder/src compile here not where the files are
